Inconsistent Segment Mean Shift Output with NoData holes

I am running segmentation on a raster subset (Extract by Mask output) and am consistently getting output segmented rasters that have NoData holes. I originally thought that this was happening only when using the Segment Mean Shift tool (geoprocessing tool or via code), but it is also happening when I use Segment (via Classification Tools drop down). I cannot find a way to avoid this.
