I am currently testing various equipment for surveying points with an accuracy of < 20 cm. Using Field Maps in combination with Eos and Eos Pro tools works excellently. However, when I attempt to mock the signal using a u-blox device, the results in Field Maps are inconsistent. Sometimes it displays correctly, but not all the time.

My question is: Is there a way to mock signals consistently across different manufacturers?

No, there is none. According to esri, Field Maps does not support mock location. Still it works sometimes! And then S123 and QC, the other 2 esri apps work very well with mock location. But S123 and QC accept only a certain type of Bluetooth. We could not get them to work with Emlid. S123 and QC can connect via network (TCP/IP), but Field Maps doesn't support this.

Bottom line is that if you are not using Trimble, Leica or EOS hardware, you cannot work with the one device across all esri apps.
