My enterprise is setup to use a domain account for both my ArcGIS server account and the Portal for ArcGIS account. Months ago my domain account password expired and I was forced to use the various configureserviceaccount utilities to update the password because my Enterprise essentially went down. This made me assume that I would have to do this every time I changed my domain account password. However, when I manually changed my password this past Friday everything has continued working normally since then. So my main question is do you only have to update the password for the ArcGIS server account and the Portal for ArcGIS account when the password expires?

After the domain account password has changed, upon a service restart cause the service not to start successfully. If it's only a password update, you can do this within the Windows Services:
However, if the username itself were to change, you should use the utilities you mentioned. This will grant the new domain account the necessary privileges to the required directories.
Thanks for that reply @JakeSkinner. I actually discovered that my ArcGIS server account currently isn't setup with my domain account. But my portal, and data store accounts are using the domain account. Hypothetically, if the ArcGIS server, portal, and datastore accounts were all using my domain account do I need to update the password for all 3 or would I only need to update it for the ArcGIS server account?
Any machine that has the stored credentials for a service will need to be updated once the domain password is updated (this assumes you are not using group managed service account (gMSA)). If you are using the account to run your Portal, ArcGIS Server, and ArcGIS Datastore; then you will need to update all 3.

If the domain account password has changed or reset. Update the password in Services - By selecting ArcGIS Server , Portal and Datastore logon with correct password and Restart the services.
Run 'Configure ArcGIS Server Account' - If notice you are unable to access Manager endpoint
