We have a paper map of the southern states with dot tally points that are supposed to be by county. The county boundaries are not on the map. I need to scan the map, georeference it, and then overlay county boundaries to get the dots within the county lines. These dots are NOT geographic locations, but put in the counties arbitrarily.
