Viewing Vector Tile Services in the ArcGIS REST Services Directory sources to js.arcgis.com

I have an instance of ArcGIS Enterprise hosted in a disconnected environment. I am trying to preview a vector tile service in this environment in JavaScript from the ArcGIS REST Service Directory by clicking the "View In: ArcGIS JavaScript" link.

I have updated the service handlers in server administrative console.

However when loading the Vector Tile JavaScript viewer, the browser is still pulling resources from js.arcgis.com (as seen below when looking at the dev tools in Chrome)

When previewing Mapping services, everything is correctly being pulled from the local server. How can I get my vector tile service to pull JavaScript files from my local server?
