Unable to publish sd file after update to 11.3

After the upgrade from 10.9.1 to 11.3 I'm not able to publish services from an SD file. I can't define the type of service, the field doesn't allow filling. I can publish the same service from ArcGIS Pro, but I need it to be by sd due to the automatic process.

The error message states some of the form fields are invalid, maybe some requirements changed sometime between 10.9.1 and 11.3 in terms of field values.  I suggest you start troubleshooting by revisiting the form fields and their values.
