Unable to publish Geocoding service: 'Unable to connect to publishing tool service"

Hi all

I am trying to publish a geocoding service from a locator in ArcCatalog 10.1 SP1 using the 'Share As -> Geocoding Service' method. When I do this I go through the process and at the last I receive an error stating 'Failed to Publish Service'. When I look at the GeoProc results I see an error stating 'ERROR: unable to connect to publishing service tools service. Verify the service is up and running'

I created a simple map and used the same method to successfully create a map service and so I think that the problem is just with publishing locators as geocoding servives.

Any clues?

I have the same issue with no idea how to go about resolving it.

I have no issues publishing normal map service but for geocoding services, it always fail an generic error message.
