The best practice to install the ArcGIS Desktop\Server 10.3,

I’m not sure if the ArcGIS Desktop\Server 10.3 can be installed on top of ArcGIS 10.2.2 directly without the need to uninstall the 10.2.2

Which one is preferred to be installed first: the Desktop or the Server?

Both Desktop and Server can be upgraded from 10.2.2 to 10.3 without the need to uninstall first:

Existing ArcGIS for Desktop users—Help | ArcGIS for Desktop

Existing ArcGIS for Server users—Documentation | ArcGIS for Server

Both setups should detect the old software, and upgrade it to 10.3. It should not really make much difference which you upgrade first, but my preference would be to do Desktop first, followed by Server.
