Hi Team,
We are currently facing an issue with slow response times in our multi-machine deployment of ArcGIS Enterprise 11.4. This poor / slow performance is noticeable when accessing the portal, performing various activities on it, or using ArcGIS Server Manager. The resource utilization (RAM and CPU) of the VM is under 30%. OS of the VMs is Window 10 Enterprises
As part of our troubleshooting efforts, we observed a significant improvement in response time after clearing the following items on the deployed VMs using the Disk Cleanup utility. A snapshot for the same is given below for your reference:
Thumbnails, Temporary files, DirectX cache, Delivery optimization files
Could you please assist us in resolving the issue.

Assuming you are using windows machines, ask your IT to turn off the anti-virus software on the server components to see if that improves the performance.
If it does, you can ask your IT department to exclude the ArcGIS software on the servers and turn on the anti-virus software.
for example:

We have excluded the ArcGIS Server, Portal, and Datastore directories as part of our troubleshooting process; however, the issue persists.
Additionally, we have observed that the Portal for ArcGIS is intermittently logging users out. In other words, the login page is being displayed randomly without any specific user action.

This doesn't sound right, could you contact Esri Support to check the authentication? will the performance be better if you use the ArcGIS built-in account? You need to make sure the platform is working before looking into the performance issue.

We have thoroughly checked our portal environment and reviewed the Esri documentation. Based on our findings, we have identified that the server and portal hosting machine is not compatible with ArcGIS Enterprises 11.4.

We are planning to upgrade the operating system from Windows 10 to Windows Server 2022. As part of this process, we are creating a new portal environment parallel to the existing portal (old). The plan involves migrating the data and applications to the new portal and subsequently dismantling the old portal. Is this correct approach?
I wanted to check if you have any detailed documentation or guidelines available for this migration process or if you can point us to any relevant resources.

As you know, we are facing issues with the slow responsiveness of the Portal, Tomorrow, we have scheduled an event to showcase a series of applications on the portal.
Unfortunately, given the critical time constraint, migrating the applications and data to a new environment is not possible.
We are therefore looking for any immediate solutions or optimizations for the short term that can enhance the Portal's performance and ensure a seamless user experience for the event.

I would like to share a suggestion regarding the upgrade process. It is important to ensure that when someone initiates the upgrade, the process is validated for compatibility with the existing system.
If the upgrade is found to be incompatible, it should either be rolled back or installation process not initiates. This approach will help prevent potential disruptions.
