Sharing a live layer to AGOL and the Public

Good afternoon ESRI Community!

I have both a map image layer and non-hosted feature layer of the same item published to our Enterprise 10.9.1 Portal. The layers are a database view with the purpose of showing outages in our service territory. The issue we are having is that we have not found a way to share this layer publicly, as we have established a distributed collab between our Portal and AGOL and shared the layers as references, but the general public is unable to use it as the layer service URL is behind our portal firewall. Is there any workaround to get this live layer shared to the public? 

We have shared the layer as public in both Portal and Enterprise, and are aware that sharing as a copy in the distributed collab would adjust the service URL. However, the minimum syncing interval between portal and agol is 1 hour and we would like this layer to be live. Any advice is appreciated, thank you very much!
