Services wont restart after being stopped

Hi ESRI community,

One of the users of a web mapping application we had built reached out to us as our "Consumers" layer was not loading in their map (see screenshot below). We tried stopping and starting services for this layer in our server manager, but when trying to restart we got the issue below. I am wondering if anyone knows what this error is and/or how to fix it? Advice is greatly appreciated, thanks!
