Server Error 6543 When Trying to Join Existing Site

Installing multiple machine deployment with ArcGIS Server 10.1.1, build 3143 on two newly created Windows Server 2012 Standard virtual machines.  The machines are named DOUCWAGS01 and DOUCWAGS02.  The install goes fine for the first machine DOUCWAGS01.  The new ArcGIS Server site is created, the service appears and everything works.  Then ArcGIS Server is installed on DOUCWAGS02.  There are no problems with the install until I tried to Join the Existing Site http://doucwags01:6080 in the cluster �??default�?�.

The error in the ArcGIS Server Manager is:
�?� Failed to join the site 'http://doucwags01:6080/arcgis/admin/'. Server machine 'http://doucwags01:6080/arcgis/admin//machines/register' returned an error. 'The license of ArcGIS Sever at 'DOUCWAGS02' does not match with the license of the site running at 'http://DOUCWAGS01:6080/arcgis/admin'. All the machines in the site are required to have same license.'

When you try to view the error logs through Server Manager there are no logs present.

I also tried to add the same machine on the existing Server Site through Server Manager with this error:

I created Inbound Rules to allow the following four programs:
�?� <ArcGIS for Server installation location>\bin\ArcSOC.exe
�?� <ArcGIS for Server installation location>\framework\etc\service\bin\ArcGISServer.exe
�?� <ArcGIS for Server installation location>\framework\runtime\jre\bin\javaw.exe
�?� <ArcGIS for Server installation location>\framework\runtime\jre\bin\rmid.exe
I have specified the Root Server Directory and Configuration Store on a shared directory.  There are full share security permissions granted to the\\doucwags01\arcgisserver directory and they applied to this folder and all subdirectories :
�?� \\doucwags01\arcgisserver\directories
�?� \\doucwags01\arcgisserver\config-store
ArcGIS Server Account �?? arcgis
ArcGIS Server Site Account �?? admin
Cluster �?? Defualt

Both servers have the same version of ArcGIS Server 10.1.1, build 3143.  Both servers have the same version of Windows Server 2012.  I have tried uninstalling and re-installing the software to no effect.  Neither machine name has unsupported characters.
Does anyone have any ideas on how to resolve this issue?

Check the keycodes file on both machines. If they don't match, delete and authorize again.

This is a very old post but we have just experienced this error "All the machines in the site are required to have same license" at 10.7.1, using Microsoft Azure machines. For anyone experiencing this error, my advice is to check the time/date/region settings on the two machines.

We used the same Keycodes file across 2 machines in the site. We noticed that at the REST endpoint, the expiration date of the licence was reported slightly differently between the two machines, hence the error message. In our case the difference appears to have been caused by one of the two machines being changed from a US region to a UK region and back again (before the installation of ArcGIS). Somehow the system clock was left permanently slightly out. In our case the solution was to blow away the machine whose region had been changed and provision a new one.
