Publish Map, Service Editor shows "Feature Access" as only choice

Why is it when I go to publish my map from ArcGIS Desktop (Advanced) that in the Capabilities section I only get "Feature Access" as a choice?
I want to publish a WMS service?

Hi,

You probably only have a Basic ArcGIS Server license. You can check this by logging into Server Manager and checking the Authorization tab under Site.

With a Basic license, only feature and geodata services can be published.
