Publish from ArcMap to a server configured to use SAML

I have installed ArcGIS Enterprise Builder 10.5.1 which is configured to authenticate with SAML/Shib. and both portal and server are federated to use single sign-on. When I tried to publish a service from ArcMap, is there a special option to login if the server is configured to use SAML? I am getting error message as in attached image.

Is this still an issue with 10.6.1 as we're unable to make server connection to the federated server (non-hosting)? ...i keep getting  "Server" Error: Proxy server got bad address from remote server (verify server is running). (Status code 504).

Connecting to portal in ArcGIS Administrator and then trying to make ArcCatalog connection (after leaving username and password)doesn't help..it doesn't open the SAML login page.
