Problem Creating Custom Cache Scales in ArcGIS Server

I am trying to create a map cache on a service using custom scales, ranging from 1:300 to 1:100000.  When the service is first published, either using ArcGIS Pro 2.9 or ArcMap 10.6, the minimum and maximum scales that were set in the project (1:300 and 1:100000) are reflected when I look at the service details at the REST endpoint (in the Min Scale and Max Scale settings).  I used the Create Map Server Cache tool and entered in my custom scales.  These cache scales are reflected in the service at the REST endpoint, however, both the minimum and maximum scales get changed, with the minimum scale always changing to 4513.988705.  Because this minimum scale is now 4513 instead of 300, when I tried to use the Manage Map Server Cache tiles tool, only the scales smaller than 4513 are available.  We are using ArcGIS Server 10.8.1.  Any thoughts as to why this might be occurring?  In the past, I was able to create caches at all of the custom scales.  Thank you.
