Powershell DSC base deployment error and question

New to ArcGIS powershell DSC deployment. Recieving an error that I can't figure out with base deployment. Have combed the interwebs and git site. Not readily finding an answer.

Anyone have an idea whether this is a user problem or something else and what the path to resolution might be?

Have tried on multiple machines with same result.
