I used the ArcGIS Pro 2.8 to create Enterprise GeoDatabase on the Oracle database. The process is completed with the warning.

1. Unable to determine current version of ST_SHAPELIB. Please check the ST_Geometry shape library path on the Oracle server. Refer to the ArcGIS help topics for more details.

I checked the SELECT * FROM user_libraries;

and saw the value is point to

Spoiler
c:\program files\arcgis\pro\Resources\DatabaseSupport\Oracle\Windows64\st_shapelib.dll

and status is VALID

However, the database is located at the linux server? How can I fix the ST_SHAPELIB issue?

Take a look at the doc here: https://pro.arcgis.com/en/pro-app/latest/help/data/geodatabases/manage-oracle/configure-oracle-extpr...

It will show you how to configure ST libraries on your Linux server.
