Map Layer is not loading after Enterprise Upgrade

After Upgrade the Enterprise from 11.1 to 11.3, some of the layers are not loaded. We tried to open the map in the map view and saw the following error message. 

"layer view requires a layer with query capability" "featurelayerview:query-not-supported"

I see there is a past bug and was related to features created in Survey 123. Is this your case as well?

No, the layer is created in ArcGIS Pro

Have you cleared all browsing cache/history (for all time) and tried to reload? Are others facing this issue or just you?

What do your settings look like here? (this is more for survey 123, not referenced layers)

Another place to check is server manger: (this works for my referenced layers)

Did you try map viewer and map viewer classic?

Once you go into server manager click on the pencil icon of the feature layer to go into its settings. Then click on capabilities and then click on feature access and you'll see the operations allowed come up underneath that.

I checked that it is uncheck. I don't need to enable the feature access before the upgrade, and the map is working fine.

You'd want to make sure query is checked marked and see if that error goes away.
