Labels in one of the group layer is not displaying in the Service(Map Image Layer - Portal item)

We are created a group layer in the ArcGIS Pro & shared as a grouplayer to the ArcGIS Portal - 10.8.1 (federated server).
All the group items are displaying the "Labels " in the group except one group item not displaying the labels in the web maps. But before publishing "labels " are displaying in the ArcGIS pro perfectly. All the feature classes are from same dataset & all are polygons.
We have checked the following activities to find out the solution.

Same .lyr file is been used for all the group layers
Scale & visibility range is same for all layers
Check the Label - class & scale for the labels

Product: Portal for ArcGIS
Version: 10.8.1
OS Name: Windows Server
