Is there a way to force a “user” with “publish” privileges to be able to publish in a particular folder only?

I have the following security structure

1. The users:

1. The folders (All of these folders are locked):

The “site (root)” folder is locked and allowed only for the MOLG Role. Now, “Nihad” (who is not in the MOLG role) can access the ArcGIS Server and is able to see what is in the “site (root)” despite the fact that he is not given any privileges for the “site (root)” folder.

What might be the issue here?

How come Nihad can see the content of the “site (root)” folder despite the fact that he is not given any permission to that folder?
