How to generate portal license for arcgis server which is already using server

I am already using ArcGIS server using license. I have to start using ArcGIS portal manager it is asking license file which I don't have how to generate it ? because same file which I used to authorised ArcGIS enterprise server is not applicable here. Is need to pay again to get portal license ?

Are you unable to generate a Portal license following the workflow you referenced? https://enterprise.arcgis.com/en/portal/latest/install/windows/obtain-portal-license.htm

You will need to be signed into My Esri as a user that is an admin in My Esri or otherwise has the permissions to generate licenses.

The Portal license is a json file that is typically supplied by your Esri (or Distributor) account manager and/or their licensing team.  Contact your account manager in the first instance.

as per this https://enterprise.arcgis.com/en/portal/latest/install/windows/obtain-portal-license.htm can generate license for portal ? is that something missing ?
