I've uninstalled and reinstalled a couple times with no success. Which "c:\..." folder is trying to be accessed for this? "C:\" on the local server or the server which is trying to be joined to?
If you are not in a domain and trying to join a site in a workgroup, just do not forget to use the same arcgis username and password on all machines, so that arcgis account can connect to the desired server.I was also having that "Unable to access the server directory" error and when i checked the arcgis accounts, i could figure it out. Hope this helps also to you.
I have the same issue (my case is can't access arcgiscache directory), and I did solved it by taking steps below: 1. Remove the directory that you can't access in arcgis manager, then add it back 2. Reconfigure arcgis account with same arcgis username and password, as well as UNC path 3. Restart arcgis server 4. Restart IIS
Step 2 & 3 apply to all machines that you have in your site, and Step 1 & 4 apply to the target site machine.
Maybe just doing step 2~4 will solve the problem.

If you are using a domain account double check you have "Domain\User". I just had "User". Might be worth an add to your troubleshooting list as it is a silly mistake and not directly mentioned anywhere on this feed. I have setup many ArcServers and every once in a while overlook the domain part. It then just creates a user per your instructions which naturally has no access to the folders.
