We have two ArcGIS servers 10.2.2 configured under a site, publishing the same set of services. At times while we restart the service some of the services in any of the server fails to initiate (this occurs very intermittently). Under the server logs we could observer the following.
Unable to instantiate class for xml schema type: CIMDEGeographicFeatureLayer
Invalid xml registry file: d:\program files\arcgis\server\bin\XmlSupport.dat
Unable to instantiate class for xml schema type: CIMGISProject
Invalid xml registry file: d:\program files\arcgis\server\bin\XmlSupport.dat
Unable to instantiate class for xml schema type: CIMDocumentInfo
Invalid xml registry file: d:\program files\arcgis\server\bin\XmlSupport.dat

You might check your Ram and CPU usage on that machine. If they are maxing out, your services will fail to start.

Thanks Steve for your inputs. But our servers are using only 35% of RAM
and 10% CPU in an average.
