Do we need 2 licenses of Server even if we restrict usage to only 4 cores?

It is possible to restrict the number of cores used by ArcGIS Server to 4 cores on an 8 core machine using 'System Resource Manager'.

So the question is if we have only one license of ArcGIS Server but we have an 8 core machine, are we allowed to use it if we restrict it to utilize only 4 cores?
