We are using ArcGIS Enterprise 9.1 and are trying to publish custom printing services from ArcPro 3.0.
We have followed very closely to the two resources listed below. And we are experiencing inconsistent results.

The error we are now consistenly recieving is "Error executing tool. Export Web Map : Missing or invalid layout template file. Failed to execute (Export Web Map)."
We have tried a variety of layouts, from including titles and overview maps like in the video, to including nothing but the WEBMAP_MAP_FRAME. It will print the "MAP ONLY" option, but when we try printing any custom layouts it will fail.
The default printing service works fine, and the custom services we built in ArcMap are still working, but anything in Pro is failing us.

Is this true for stand alone arcgis server, or just federated enterprises? Sometimes the language is confusing. We are on ArcGIS 10.7.1 with Pro 3.0 and ran into this error. So, if we go back to Pro 2.9, hypothetically it'll work with 10.7.1?
Yes, that's what I had to do. Use an older version of pro.
@TanuHoque will this compatibility issue apply to Pro 3+ or just 3.0
My colleague wonders if this issue will go away if we upgrade to 3.0.3 while still on 10.7.1

Unfortunately, it won't go away. Technically it doesn't really matter where you publish... what matters is which version of Pro you use to create those layout templates aka .pagx files. As long as you create .pagx files from Pro 2.9 or older version, you can use any version of Pro to publish a print service.
But if you create pagx files form 3.0 or above, then you must have 11.0 or above servers. That is because server/enterprise 10.9.1 or older releases can't read them.

I have to use 2.9 to create .pagx files, but I can publish from any version. But if I upgrade Pro on my machine to 3.x, I can't create "compatible" .pagx files. So you're forcing people to keep a 2.9 Pro install on a spare/old machine just to create and tweak .pagx files to publish to their 10.9.x and earlier Enterprise installs. As you've noticed from the comments, this is a nightmare to keep organized.

This thread was my saving grace while troubleshooting, so I'm reporting back here. Unlike what the bug BUG-000151319 implies here , using ArcGIS Pro. 3.x to publish to ArcGIS Enterprise 11.1 will not work unless ArcGIS Pro 3.x is installed on the server running ArcGIS Enterprise.
It would also have been a huge time saver if this issue was noted in the documentation I followed here.
