Hello. I couldn't find a compatibility matrix about this. But I'm wondering if I currently have ArcGIS Server (ArcGIS Enterprise) 10.6.1, can I still upgrade to the ArcGIS Desktop to 10.8.2 and ArcGIS Pro to 2.9 without upgrading ArcGIS Server? Thank you!

Depending on your environment you might need to work in order similar to the list below and squeeze in some TLS 1.2, HSTS, SSL, etc. along the way.
1st upgrade the os tier from say 2012 to 2019
2nd upgrade SQL Server(s) from 2014 to 2019
3rd Enterprise from 10.6.1 to 10.9.1
4th Desktop & Pro.
And maybe have to recreate some web services, webmaps, apps, etc.
You will need to sketch out a few check-off grids for SQL Server/Oracle..., ODBC Clients, Windows OS (server and desktop), .NET, Enterprise, etc.

Does it mean we must first upgrade the server machine from Windows Server 2012 to 2019 in order to upgrade desktop and Pro? We currently have the following:
Server Version: 10.4.1.5686
Operating System: amd64 Windows Server 2012 6.2
Available processor cores: 8
