ArcGIS Server 10.7.1: Caching an orthophoto fails to produce all required levels and ends up with a warning,

In the screenshot below, the cache configuration is set to produce 13 levels. The caching stops at L08.

What could be the issue here?

Is it possible you're out of space on the C: drive?

The area of the imagery that’s needed to be cached is really small while there is plenty of space in drive C as per the screenshots below

What other settings\issues I might need to consider here?

Formatting the machine and installing ArcGIS 10.9.1 resolves the issue
