Arcgis Server 10.1 service is not starting

I am facing the problem

Failed to start the server machine 'DELLPC'. Error while starting AppServer. Required port '4,000' already in use.'

where "DELLPC" is my laptop name and i am using window 7 Professional, please help me in fixing this issue.

Try running Configure ArcGIS Server Account and see if that helps.
