ArcGIS Enterprise on Kubernetes license model

The license model for ArcGIS Enterprise on Kubernetes doesn't make any sense. There are 3 architectural profiles that we can implement for ArcGIS Enterprise on Kubernetes i.e. Development, Standard, and Enhanced. The Development profile consumes a minimum of 24 CPUs, the Standard profile consumes 32 CPUs and the Enhanced profile consumes 40 CPUs. ESRI charges license fees based on CPUs in the Kubernetes cluster and their basic tier of CPUs is 64. If someone is using a standard profile which consumes 32 CPUs then why pay for 64 CPUs which is the basic license cost from ESRI?

Why not ESRI charges based on the CPUs used in the Kubernetes cluster rather than setting the ranges from 0-64 CPUs and the next tier is from 64 CPUs to 128 CPUs and doubling the license cost?
