When trying to access ArcGIS Pro this error message comes up: An unknown error has occurred. Contact your administrator to check that the license manager is running with valid licenses.

We tried multiple solutions

https://support.esri.com/en-us/knowledge-base/error-an-unknown-error-has-occurred-contact-your-admin...

https://support.esri.com/en-us/knowledge-base/how-to-access-arcgis-pro-publicly-using-pro-with-porta...

But nothing worked for it only shown with 11.5 we had a previous system 11.4 running before switching to 11.5 and it was working fine,

Any suggestions or solutions would be much appreciated.

Update:

I can confirm we found the solution it is as follows,

When creating the license for portal make sure when requested to enter FQDN in the creation form for portal license to enter the domain name that leads to the portal in my case to access the portal domain name example (server.domain.com/portal) which leads the portal directly, we didn't add /portal to the requested domain in portal license creation form,

That was the reason the users cant access ArcGIS Pro with named user license.

I hope this will help other facing the same problem.

Hey @htsubaie

I'm just going to repeat some of the suggestions in the support documents you linked to be sure, have you tried all of these:

  1. If possible disable the firewall on the licensing manager server, if not, check all ports that should be open
  2. Restart the machine with the licensing manager on it
  3. Verify you're able to ping the machine with the licensing manager on it
  4. Ensure that you have placed a 11.5 license.json file onto the Portal environment and that it took, I would check Organization > Licenses to be sure.

I'd check those spots first! It seems as if the fixes can require some editing of the configuration files, so it may be recommended to reach out to Esri support so they can assist in an investigation!

Hello Cody

Thanks you the reply,

I can confirm that i did check and made sure to open ports for the License manager server (27000-27009) and then tried to disable the firewall as you suggest and no avail the error showed up on all the devices that have pro installed, as all other suggestions didn't change anything and user are assigned with user type professional plus and can confirm that portaladmin>License directory shows that it is assigned to the users and even changing the user types didn't work.

And again thank you for the suggestions.

I would also recommend reviewing this doc: https://enterprise.arcgis.com/en/portal/latest/administer/windows/configure-arcgis-pro-licenses.htm

There have been changes in the need for a separate license manager starting at 11.4 (I think).

Hello George

Are you referring to the license manager server which is discontinued as i recall in 11.4, or the license manager that is in the ArcGIS Pro download page?.

And thank you for the reply.

I was referencing the license manager in 11.4 (the separate product). Did the link above help?

Update:

We deployed a testing Enterprise system and tried launching pro with an account that have access to Pro and it worked,

my question now since the testing system works fine without any issues how can i pin down the problem could it be a portal license problem?, or the deployment of the main system is corrupted.

Any suggestions would be appreciated.

@htsubaie, were you able to solve it?
is it a disconnected environment? I am facing the same issue with the production offline environment. The new licensing in my Esri is requesting "Public URL for your ArcGIS Enterprise portal," which does not make sense if you refer to this:https://support.esri.com/en-us/knowledge-base/problem-unable-to-license-arcgis-pro-with-a-named-user...

Hello @HanineSerhan_el07

It could be,

we run tests between the main system and the testing system both running enterprise 11.5 and found no mismatch all are configured the same way and we think its the license for the portal we will make a new license.json file and test it.

I will write an update ones we try it.
