ArcEnterprise 11 and Federated Sites: Can a federated site remain at 10.9.1?

Hello - with the release of Enterprise 11, can a federated site remain at a lower release as with past Enterprise releases? 

I plan to upgrade portal, the hosting site and the data stores but I need to leave a federated site at 10.9.1 until I completely migrate off of an ArcMap authored service that is running a geometric network.

Earlier sites can be federated with a newer version of Portal for ArcGIS with the exception of hosting, raster analytics, and image hosting roles.
