What Portal Role allows you to create a Site

My org wants to create sites in our Portal similar to an AGOL HUB.  What minimum role would a Creator user need to be able to perform this action (e.g. Data Editor, Publisher, Administrator)?

Creating a site in Enterprise Sites will require the Publisher role at a minimum. Data Editor only has the ability to edit existing datasets, not create new items.
