Utility Network service in Portal 11.1 not starting after publishing.

I am trying to publish a UN model from an SQL server SDE database to my portal (11.1). I keep getting the error below from my server logs. Anyone ran into this before? It doesn't throw an error when sharing from arc pro 3.1.3 but after it says its done, it simply wont start the service.
