My company recently acquired another company and I need to add approximately 1000 seats to the "Viewer" role. I have had to update my Portal license several times in the past and has been straightforward. This time it is causing a weird issue. After importing the updated license file within the Portal UI (Organization>Licenses>"Import Licenses") the number of seats is accurately represented, but it periodically it is reverting back to the original allotted seats for the Viewer role, then back again. My manager and I have attempted to update the license file by choosing, Update to new version from previous deployment and then tried Replace previous deployment at same version, under deployment reason. Just as a sanity check, we reviewed the Technical Support documentation to ensure we were not missing anything.
I have a case open with ESRI Support and the analyst called when the licensing was working correct and I couldn't replicate the issue. We reviewed the portal admin site and she said the licensing looked to correct.
This morning, after reviewing the Portal logs, I am seeing the error: The license definitions for the user license type Viewer have been tampered with. The definition for Viewer in the license file does not match the database. The license file has been reapplied.

UPDATE: The Portal site completed its monthly backup and in the process re-indexed the Portal. Since the re-index, the license issue has resolved itself. I communicated this with ESRI Support, still waiting on clarification on the re-index but that seemed to do the trick.
Hello @DavidNugent2, have you tried to import the license from /portaladmin (importLicense)? Or by using the command line (importlicense.bat)? Does it lead to the same behavior?
@rcGIS I have tried importing from the portaladmin site. Currently the license file is working (10/21 7:53 AM EST). If the license file reverts back, I will try the bat file method.
