Unable to Save New Basemap with Different Coordinate System

I am using ArcGIS Enterprise 11.5.  Our default basemap is in NAD27.  Therefore, any new maps in Portal have a NAD27 basemap.

I have published a new tiled image cache service in NAD83.  I wish to make a web map using this imagery so that is an available basemap in Portal and ArcGIS Pro.

I open a new map, which has our default NAD27 basemap already loaded.  I add the NAD83 image layer to the map.  I move the new layer to the basemaps section.  I remove the old basemap.  My map has no layers and no tables, and only one layer in the basemaps section.  I try to save the map but get this error:

Failed to save map

The layer, Untitled map, cannot be saved.

I have also tried this: I open the web item page of the imagery layer and click Open in Map Viewer.  Again, I move that layer to the basemaps section, remove the old basemap from that section, and attempt to save.  I get the same error as before.

I suspect that my issue has to do with coordinate systems.  But since I can't tell the map what coordinate system I want to use, and I can't open a map with no basemap at all, I feel stuck.

How can I make my new NAD83 image serve an available basemap in Enterprise without getting an error when trying to save the web map?

Could you try adding the layer with the Use as Basemap option?
