Unable to load ArcGIS Server backing stores

I have installed ArcGIS Enterprise 11.5. After federation, the Server validates successfully. For the Server URL the Webadaptor URL is used in both places, including the Admin URL (since this is a HA deployment).

However, I get "Unable to load ArcGIS Server backing stores and/or the ArcGIS Server license information"

And in Settings->about there is no information listed on Server or the Data Stores.
It looks something like this (recreated):

On the configure Server Role page I am unable to set the Server as Hosting Server, it claims Requirement "Relational Data Store is missing".

However, the Data Stores are registered successfully in the ArcGIS Server:

Certificates are imported in Portal and Server, and WebcontextURL and internal/external URLs are specified.

Any ideas on what to look for?

The only thing I can remember is: when I configured the Relational Data Store from CLI, it returned Success but also an error: could not access https://localhost:2443/datastore/.. . (this is from memory), however describedatastore returned no issues and it validates in Server Manager.
