Unable to create new datastore (folder) - Enterprise 11.3

After a recent upgrade to 11.3 (from 11.1) it is no longer possible to create a new folder datastore (file system / file share). However the folder based datastore created in 11.1 apepars to be fine.
After entering the publisher folder path and server fodler path, the next screen is not listing the GIS server. However in the existing datastore (folder) the publisher and server folder path and server detail is listed and validation works.
This has been checked in two different Enterprise deployments in 11.3 which are upgraded from 11.1 and the issue is same.
Any suggestions?
