Transferring popups from Portal to Portal

Through our ArcGIS Portal, we have a webmap with several hundred map service layers, each of which has a popup.  We have now created a new Portal and want to recreate that same webmap with data from a new server, but we want the same popups.  Is there a way to somehow copy the contents of the popups from the old Portal to the new one without just copying and pasting each individual popup?  Is there a file somewhere on the server where all the popup information for each webmap layer is stored?  I know you can use ArcGIS Online Assistant to copy map layers, but the layers will still point to the old Portal and the old server, we need to recreate everything from scratch with a new server and new Portal.

Once you published the services on the new server and then copy the web maps using the ArcGIS Online Assistant, use the option to update the URLs of the web map with the ArcGIS Online Assistant to the new services:

You will sign out of your previous Portal and sign into the new one in which you just copied the web maps to.  You will then run the Update the URLs of Services in a Web Map.
