select from existing tags within whole organisation

I would like to add tags that can be found by all Portal users throughout an organisation. Currently, when adding tags to an item, you get a dropdown of the tags that are present within your own content. Is there a way to make tags so that they are searchable within the whole organisation?

I am using ArcGIS Enterprise 10.9.1.
