All of my scheduled reports in Portal appear to have been broken by the move to Daylight Savings Time. Is anyone else seeing this as well?

I believe I found the issue. Since the Portal reports are created at 12:00 UTC, prior to DST starting my report would run at 6:00pm Central and be for the next day. In this case, on 3/9 the 3/10/2024 report was created at 6:00pm. The next day after DST on 3/10, the report ran at 6:00pm Central but was now the 3/10/2024 report due to the time change. This caused an error since the report already existed and Portal eventually disabled the scheduled task due to consecutive failures.
Now, how to fix? Is there a way to change the creation time from the default 12:00 UTC?
