Does Portal for ArcGIS share to ArcGIS Hub? I'm curious how these applications interact with each other.

The ArcGIS Hub product works with your existing ArcGIS Online organization. So you could enable your Portal for ArcGIS to share content with your ArcGIS Online organization, via distributed collaboration. Then ArcGIS Hub could access the content.

It is possible to allow Data hosted on hub pages to sync to on-premises portals with updated links so members that choose to connect portal to portal can provide the same shopping experience to their users.

As Derek mentions, you can use distributed collaboration to share data from ArcGIS Online (where you are exposing the data using Hub) back to ArcGIS Enterprise - so long as your ArcGIS Enterprise version is 10.5.1 or higher. If you want to share the data as a copy to ArcGIS Enterprise, you'll need to have sync enabled on the layer (on the layer details page, select the Settings tab > Enable Sync (disconnected editing with synchronization)). Only the source can sync edits in collaboration. For example, if you share from ArcGIS Online > ArcGIS Enterprise, any edits made to the layer in Online will sync with Enterprise, but if edits are made to the layer in Enterprise, they won't sync back with Online.

If we were to use the distributed collaboration to share Portal items to our AGOL and put them in a Hub, what would that look like if the items all have different permission/sharing configurations?
For example, we'd like to have a Hub with different sites for every stakeholder group in our organization to access all of the relevant applications/maps they'd need to see. But if that is a mix of items from our Portal (shared through the collab to AGOL) and items created in AGOL, would they be required to be on our internal network to see everything on the Hub? What if some those portal items are only shared to specific groups within our Portal, along with the collab group?
We definitely would like to keep some maps private (whether that mean being on our internal network to access, or requiring being on the internal network + having a portal login to access), as well as have some maps and apps from our AGOL be public.
