Point Symbol ArcBug

Points symbolized with multiple fields and with halos.
Turn Use Symbol Levels on and the halos disappear.
Experienced with shape files and feature classes, 9.3, 10.1 and 10.2.
See attached screen shots for clarification.

An ArcBug or some sort of ArcFeature?

I observed the same behavior which you had mentioned. I'm not sure whether this is a bug. Sometimes this behavior might be as designed. It would be a good idea to contact ESRI Technical Support.
