Map Series configurable app is not showing on Portal for ArcGIS 10.3.1

We upgraded our Portal for ArcGIS from 10.3 to 10.3.1. However, the new configurable app templates such as Compare Analysis, Maps and Apps Gallery. and Story Map Series do not show up. I am currently building an app that has a sequence of maps, so I need Story Map Series to show up in my Portal for ArcGIS. How can I enable these new app templates?
