I was wondering if there was a standard way to limit access to a geocoding utility service? I tested adding a password-protected service as a Portal item, selecting to store credentials. I then shared this item with a group.
Next, using an account that was not a member of that group, I attempted to create a feature service by geocoding a CSV file. A portal item was created, but it was a "no data" item. I also received a message that "Failed to publish item...".
From this test, it appears that I have found a "hacky" way to limit access to a geocode utility service. But having portal items from failed attempts is not a great solution.
