User-managed data stores in ArcGIS Enterprise

In the company we have Portal version 11.2 installed on a compatible Windows Server that accesses a Federated ArcGIS Server 11.2.

A User-managed data store is configured in the Enterprise portal. [URL]  to Postgres 14.

See literal help: "Relational databases can contain an enterprise geodatabase, but they don't have to." 

By doing the Sync Layers, I can see how the datastore discovers the database tables/layers. But, when going to Feature Service's Data tab, the answer is: "There was an error".

The Log file says: Error: Error handling service request :0x80004005 - No Layer or Table was initialized. in '"esriCarto.GraphicFeatureServer"' Code: 500

In ArcGIS Portal and ArcGIS Server version: 10.8.1 and Postgres 10, it worked correctly. However after upgrading to Postgres 14 and ArcGIS Portal and ArcGIS Server: 11.2 it stopped working properly.

Additional: If I publish through ArcGIS Pro a service with a connection to the same database, it works fine.

There is a possibility of a bug that is known as 000165042.
