Different fields between layers in ISO 19139 Metadata Implementation Specification GML3.2

Howdy. I have hosted feature layers in ArcGIS Enterprise 11.5. The metadata format we use is ISO 19139 Metadata Implementation Specification GML3.2. Sometimes the metadata editor has 12 items to fill out and doesn't include metadata for individual fields. Other times it does. Why isn't the behavior either way consistent across layers? Thanks.

Great question, and we probably would need additional info.. but what you could be seeing is expected behavior.

The set of required metadata elements can change based on what metadata elements have been added, not just the base requirements for the style. As you add additional metadata elements, new requirements can be triggered. At that point, additional metadata elements may appear as required.

For example, as shown in the recording below, when an additional Coordinate Reference System is added, the metadata editor then requires a Unique Identifier Code to be populated. Until that element is added, the requirement doesn’t appear—so the experience can seem inconsistent if you’re not adding the same elements across layers.
