Developer credentials tool is not available in 11.1 ArcGIS portal ?

Which version this feature is available ? I couldn’t find in 11.1 ArcGIS portal which is hosted on our server.

I have the same problem, trying to follow instructions how to create developer credentials in Enterprise 11.1 but the instructions and our portal doesn't match.
