Can stand-alone SQL database tables be included in a web layer published to Portal?

We have some SQL databases where other non-GIS department staff track data. We join that data to some of our GIS layers based on a unique ID. Historically we've been able to do this in ArcMap and then publish the resulting map services/map image layers to our ArcGIS server and we make the data available to the public in custom-built web applications. We've moved to ArcGIS Pro for web publishing and are consistently get an error "Staging failed." If we remove the SQL table the service publishes without a problem. Is this a known limitation? Are we doing something wrong??

This is really hamstringing our ability to use Pro and optimize Portal.
