I updated the "Allow anonymous access to your portal" security setting from enabled to disabled.
After I did this, maps in our basemap gallery hosted on ArcGIS for Portal were inaccessible. When I changed the anonymous setting back to be disabled, the basemaps were accessible. All the maps within this gallery are set to be shared with everyone in Portal. My question is, if an item in ArcGIS Portal sharing settings is set to be viewable by anyone, why would needing anonymous access be enabled to view these specific items? I don't think it is a good security practice to allow anonymous access to the Portal, and it seems to share specific items with everybody should bypass that if anybody should be able to access them.
No, you're right, you don't want to enable anonymous access to portal. All I can say is that even though all the basemap webmaps still show as shared with Everyone, you still may have to update the Living Atlas.
What happens when you go into each one and re-save?
Are you getting prompted to update sharing?
@DavidColey, I should have clarified that these are in-house custom basemaps, not Esri basemaps. Even with that, are you suggesting that I update these custom basemaps to the Living Atlas?
Hi @Brian_McLeer , no that is not what I am saying. Yes it makes a difference that these are all custom basemaps. If all tile or vector tile layers making up your basemaps are coming entirely from your own tile / vector tile layer sources, then I don't know what to tell you, other than there is a sharing issue with those source layers and that's where I would check, as I'm sure you already know.

As per my understanding of things. The "Anonymous Access" should not have any impact on the Basemap Gallery unless one of the items in the Basemap group is not shred properly.
I think you may have already checked these but let's just cover our bases before reaching out to ESRI Support:
It seems to me that one or more item in the "Basemap group" may not be available to the user/users who are trying to access it.
Probably best explained by diagram below (based on what I have worked and understood from testing)
It would also be great if you can check/confirm the following as well:

I hope you are doing well also and thank you for the detailed response. Apologies for the delay, I was out of the office last week.
- I have ensured that the group is viewable by Everyone (public).
- One basemap was shared with everyone, but not the basemap group. I update the settings to be shared with the basemap gallery group as well. I toggled the allow anonymous access to be disabled temporarily, and the issue persisted.
After viewing the diagram in the reply, in theory, the basemaps should be visible while having anonymous access disabled, but still a hiccup somewhere in the process.
