Do we have advance formatting  feature (arcade data expressions) for ArcGIS enterprise 10.9?

According to Version matrix | ArcGIS Arcade | ArcGIS Developer, Arcade version 1.12 is available with ArcGIS Enterprise Server/ Portal 10.9.

You'll need 10.9.1 to take advantage of Data Expressions and dashboard formatting.
